About the seminar
This seminar investigates the structural determinants of health and care workforce shortages across the EU-27 from 2015 to 2024. Departing from traditional neoclassical or individual behavioural models, it adopts a political economy approach to argue that labour shortages are deeply embedded in the institutional arrangements of welfare states. Using cluster analysis on Eurostat data, the study empirically identifies three distinct “Health and Care Workforce Regimes”: Low-Resource, Staff-Intensive, and High-Investment.

Dr. Álvaro Martínez Pérez is a Lecturer in International and Comparative Social Research Methods at the University of Sheffield, specialising in comparative social policy, labour dynamics, and quantitative data analytics. He has published extensively on these topics.
